In Quebec, Ministère de la Famille is one of the
agencies that is responsible for the childcare system. It monitors child care
standards such as policies, procedures and guidelines. With this intention, the
child care provider essentially meets the needs of every child, which includes
the well-being, health and safety of the children under their care and offering
to children an environment that motivates them in all areas of development from
day one the child steps on their classroom to step another level of education.
Over the period of time, the system changes in the development of society
focusing children and families. The ministry will ensure that the child care
providers are knowledgeable enough to do the tasks like hiring a well-trained
educators and/or he himself is a graduate of the early childhood education
program (DEC or AEC), and taking care of the following as their very important
priorities: the learning of the children, their health and safety and providing
the indispensable measures that help the overall development of each child.
These structural set ups must be followed by all child care services to ensure
the high-quality of early childhood programs. Furthermore, Revenu de Quebec is
the one that calculates for the monthly family allowance.
Aside from the public early childhood services
funded by the government, commercial and not-profit child care services also
play a vital role in the society. There’s not enough space given from the
public sector and so the private sector must come into place. Parents who can
afford private centers tend to use their services, provided that they follow
the standard guidelines for high-quality childhood program. In Quebec, parents
are allowed to ask for reimbursement for the child care expenses at the end of
the month or during their taxation year. So, even the parents who put their
child in private can still benefit from the reduced contribution set by the
government. The private sector helps a lot to parents. They can still continue
their everyday works and have peace of mind that their children are in good,
caring environment and receive the quality education they needed for their
overall development.
