As part of the regulation, licensing and regulatory systems that are introduced by the Quebec government are well designed and effectively imposed by the daycare provider throughout the province. It is undoubtedly a great help for the families, especially for the children to provide them the security they need, protection, nurture and educate them in caring environment. Children need to explore activities on their own that help them develop to their full potential. Educators who have better understanding will use an appropriate approach in teaching the children.
The global assessment is important in defining a high-quality childhood programs considering this will be our guide towards relevant programs intended for the children to help them grow and develop in all developmental domains, which includes emotional, physical, moral, cognitive and social skills. 

The federal government of Canada plays a vital role in giving high-quality childcare by providing support not only to the families that receives monthly allocations but also for the childcare services. The government believes that early education is highly significant for the young children to gain a strong foundation which they can use later in life. On the other hand, early childcare, ensure that the children are healthy and secure. These include the proper care, support, promoting or helping them develop socially, physically, intellectually, creatively and emotionally which are the most important areas of development that needs to focus on.
 The national policy for children and families are set to help families in promoting excellent growth of children and lowering poverty by encouraging parents to work while the government provided funds for child care services and other assistance through the National Child Tax Benefit. This National Policy was institutionalized by the government in order to establish a long term social and economic security, health and flourishing future of every individual which is believed to be started from taking care and nurturing of our children. Even though, the province of Quebec agrees with the general principles of the program, it does not participate in the national policy set by the government of Canada. However, the province made their own guidelines similar to that of the National Child Benefit and wanted to preserve these guidelines as its own responsibility for securing its constituents welfare.
